The Flame Penguin Mask is a third-tier piece of armor, as you must shear and kill Flame Penguins before obtaining it. It is essentially an upgrade to the many Penguin Hats, and while wearing it you do not lose any breath underwater.
The Penguin Mask can be repaired with Flame Penguin Scales.
